It would seem that these people, to help the ‘Italy, want to change the   costume. 
Operation daunting, perhaps impossible. Yet it seems to be precisely the problem:
 the culture. 
The citizens of Scandinavian countries have free access to many services: health, education, broadband. But there the taxes are paid, not in Italy. In the United States, at least a few decades ago, if a   politician was caught spying on rival party had to resign,   in Italy this has never happened. I regret when reporters   tell us that foreign situations such as those occurring in Italy in   their country would be impossible. “Silvio Berlusconi is unfit to lead Italy”:

But the most disturbing is not it know that they are Italian citizens to have allowed all this? It is true that in Italy there is no freedom  of information, it is true that people do not look for information. It is legitimate to ask oneself questions about the past of our Prime Minister; 
moral issue rather than political. Asking questions does not mean to condemn in advance, but demand answers. 
What is the culture in which no one wonders why the Fininvest, a subsidiary of Knight, consists of 34 holding companies, ie companies designed for the sole purpose of making it difficult the establishment of the origin of capital?

The causes are easily attributable to three factors:

. The Italian State has   only 150 years of life against the centuries-old experience of France,   England and the Scandinavian countries that you cite. 
In all those centuries, Italy was divided and ruled by foreign powers,  so that the state was the “stranger”, from which we felt  represented and entertained hostile feelings towards you. The culture of the “enemy state” has developed, in all its aspects, even the most   degenerate, that stretch of exaggerated individualism, which everyone does his own business in the most complete disengagement   of the public. 
2. Italy is a Catholic country whose culture requires background, as it wants the image of Augustine, the subordination of the “earthly city”   to the “heavenly city”. This hierarchy is based on the fact that   Christianity is the destination of the individual after death, its existence,   even though they are in the world, must be separated from the world and the meaning of his life “privatized.” 
The individual is responsible for achieving their salvation after death, the State, who governs it, the task of reducing the obstacles that  stand in the way to this realization. 
In Christian thought, morality and politics diverge, because the individual no longer has family destination with the destination of the company. This is why Rousseau wrote: 
“A Christian is a bad citizen. If your company does his duty, this is a fact but not of principle, it is essential for the Christian heaven.”
